Willem Brouwer is a Dutch jurist with a career spanning several decades, marked by contributions to both national and international judicial systems. Currently serving as a part-time judge at the Hertogenbosch District Court, Brouwer has held pivotal roles such as Vice-President of Eulex Judges in Kosovo and International Observer for the International Monitoring Operation in Albania.


His expertise encompasses tax law, particularly VAT, and criminal law, with a notable focus on tax fraud. Brouwer's career began in the Tax Administration, where he advanced from VAT auditor to senior inspector, before transitioning to influential roles in judicial reform and international legal missions.
