Hearing of Stella Bleșceaga, candidate for the position of judge of the SCJ

Judge Stella Bleșceaga from the Chișinău District Court was heard by the Vetting Commission for the position of judge at the Supreme Court of Justice (SCJ). The hearing took place in the context of the external evaluation of the financial and ethical integrity of judicial actors and was conducted under the provisions of Law 65/2023, rules subordinated to the law and other normative acts.

After analyzing the accumulated information, the Commission has not identified doubts requiring discussions in a hearing according to Article 15 of Law 65/2023. All aspects pertaining to the verification of candidate's financial and ethical integrity have been thoroughly clarified through written communication and her interaction with the Commission, during which the subject also provided confirmatory documents. Thus, at the interview Stella Bleșceaga was asked to confirm the accuracy and validity of the information provided in the declarations, ethics questionnaire, and responses given to the Commission throughout the evaluation.

The Commission will prepare a report that will include relevant facts, reasons, and a proposal for either passing or failing the evaluation by the candidate. The report will be sent to the subject of the evaluation and the Superior Council of Magistracy (SCM), which will have 30 days from the reception of the Commission's report to issue a reasoned decision.

📜The evaluation of the Supreme Court of Justice judges and of candidates for the position of judge of the Supreme Court of Justice is carried out based on the following principles:

a) independence of the Evaluation Commission;

b) fairness of the evaluation procedure;

c) publicity of the acts issued in the evaluation process;

d) exceptional nature of the evaluation.
