Reports on the evaluation of the candidates to the SCJ, Ion Munteanu and Stella Bleșceaga, sent to the SCM

The Vetting Commission has sent to the Superior Council of Magistracy (SCM) the reports on the evaluation of the candidates for the position of judge at the Supreme Court of Justice (SCJ) Ion Munteanu (Interim Prosecutor General) and Stella Bleșceaga (judge, Chisinau Court). The Commission proposes to the SCM to pass both candidates.

The reports received from the Commission, including details of the evaluation and relevant facts, will be examined by the SCM in a public meeting. The SCM will also decide in a reasoned decision whether to accept or reject the Commission's reports. The Vetting Commission will publish the evaluation reports on its website www.vettingmd.eu within 3 days after the adoption of the reasoned decisions by the SCM, in accordance with the provisions of Law 65/2023 and the Commission's Rules of Organization and Functioning.

Since the beginning of the external evaluation process at the SCJ, the Vetting Commission has submitted twelve evaluation reports to the SCM. These concern the evaluation of one sitting judge of the SCJ and nine candidates for the position of judge at the SCJ. The candidates include judges from courts of different levels, prosecutors, attorneys-at-law, or representatives of other legal professions. Ten of the reports sent to the SCM for examination recommended that the candidates pass the assessment, and two recommended fail of the evaluation. The SCM examined and approved six of the reports, five with proposal for pass and one with proposal for fail.
