Evaluation status at the Central Court of Appeal: 12 reports submitted to the SCM, 6 reports in progress

The Judicial Vetting Commission has completed the integrity evaluation of judges Olga Cojocaru and Dorin Dulghieru from the Central Court of Appeal and has submitted the evaluation reports to the Superior Council of Magistracy (SCM). According to the findings, the Commission recommends that judge Olga Cojocaru passes the evaluation, while judge Dorin Dulghieru fails the external integrity evaluation, as he does not meet the integrity criteria set forth by Law 252/2023.

After their submission, the reports are subject to examination by the SCM in a public session, where the Council will decide whether to accept or reject the conclusions formulated by the Commission. The reports have also been communicated to the judges concerned.

At this stage of the process, in accordance with the interpretation provided by the Constitutional Court, the evaluation reports are not made public. Only the outcome of the evaluation is published on the Commission’s website under the “Subjects” section. The reports will be made public within three days after the expiration of the period for contesting the SCM’s decision or following a final ruling by the Supreme Court of Justice.

Current evaluation status at the Central Court of Appeal:

           •          8 judges – recommendation to pass; reports submitted to the SCM;

           •          4 judges – recommendation to fail; reports submitted to the SCM;

           •          6 judges – reports in process of being drafted.
