Six judges from courts at different levels, candidates for membership in the Disciplinary Board of Judges, have been notified by the Vetting Commission that the evaluation of their financial and ethical integrity is commencing. They are Lucia Bagrin (judge, Chișinău Court, Rîșcani office), Natalia Bondarenco (judge, Cahul Court of Appeal), Andrei Cazacicov (judge, Edineț Court, Briceni office), Lilia Potînga (judge, Ungheni Court), Eugeniu Pșenița (judge, Edineț Court), Valentina Stratulat (judge, Ungheni Court).
The Evaluation Commission has sent the subjects the 5 years Asset and Personal Interest Statement Form and the Close Persons Statement Form. These documents are to be completed with relevant information and submitted to the Commission within 7 days from the date of notification about the initiation of the evaluation. Additionally, the candidates have received the Ethics Questionnaire form, which is filled out voluntarily.
To assist the candidates in better understanding how the forms should be completed, the Commission has also sent them an example of a Declaration for 5 years pre-completed, including fictitious data. Thus, the candidates have received a clear model of what the completed document looks like and what type of information should be provided. For further clarity, the Commission has also sent the subjects a copy of the Regulation describing its organization and functioning, including the procedures and stages of the evaluation process.
We note that candidates for the Superior Council of Magistracy (SCM) and its two Boards, enrolled in the competition after 2 September 2023, are evaluated by the Vetting Commission. In the evaluation of this category of subjects, the integrity criteria established in Law 26/2022 regarding certain measures related to the selection of candidates for membership in the self-administration bodies of judges and prosecutors are applied.
