The subjects Anatolie Țurcan, a sitting judge at the Supreme Court of Justice (SCJ), Vladislav Gribincea, a candidate for the position of SCJ judge, and Sergiu Băieșu, a candidate for the position of member in the Superior Council of Magistracy (SCM) from the civil society, have been notified by the Vetting Commission that they are invited to hearings. In the notifications, the Commission conveyed all its doubts regarding the candidates’ integrity, which will be discussed during the interviews.
In accordance with the Rules of the organization and functioning, the Commission will allow the subjects access to all materials in its evaluation files. Thus, the subject will request access to the file through an electronic letter addressed to the Secretariat at least 7 days before the day set for the hearing. Within 3 days of receiving the request, the Secretariat will provide the candidate with copies of materials in a read-only digital format.
Candidates have up to 3 days from receiving the notification to confirm their participation in the hearings and, if necessary, to request that certain parts of them be conducted in closed session. Subjects can decide whether to participate in the hearings or not. If a candidate refuses to participate in the interview, the Commission will finalize its evaluation based on information collected from various sources, including open ones, and from communication with the candidate throughout the evaluation process.
Hearings have been scheduled in advance for March 20, and further details will be provided as candidates confirm their attendance.
Note: We would like to remind that incumbent judges of the SCJ and candidates for the SCJ are evaluated according to the criteria established in Law 65/2023, while the evaluation of candidates for the SCM and its Boards is based on the integrity criteria identified in Law 26/2022.
